About the authors:
This monograph is a joint enterprise by the married team of Marcia and Harvey Steinberg. Marcia earned an M.A. from Columbia University and her Ph.D. at the City University of New York, both in Sociology, followed by a career in college teaching. She has been a consultant, both paid and unpaid, to local planning organizations and civic groups, presented papers on housing and urban affairs at professional conferences, and published articles in academic journals.
 
Harvey has been an executive in labor relations and in community and urban economic development. He has written for the American Management Association, for AFL-CIO unions, on assignment for Prentice-Hall and other publishers. Harvey has taught at university and professional levels, much of the time at New Jersey’s technological university. He holds a B.A. from the City University of New York and a J.D. from Brooklyn Law School.
 
In tandem they have also written feature articles for newspapers and magazines.
